LOW DECLARATION SUBMISSIONS REFLECT PUBLIC DISTRUST IN FINANCIAL REPORTING SYSTEM

A prominent civic leader has characterized Armenia’s financial declaration system as an instrument of economic control rather than a tool for transparency. The initiative head argued that the requirement serves primarily to intimidate citizens and represents a form of economic violence against the population.

Recent statistics reveal that only 94,000 individuals submitted declarations for 2024, with approximately 60,000 of those representing repeat submissions from the previous year. This leaves a relatively small number of new filers participating in the system.

The official questioned the practical value of requiring declarations from citizens with modest incomes, suggesting the system’s cancellation would better serve the public interest. He emphasized that the fundamental issue lies with the system itself rather than with individual compliance, maintaining that the Armenian people recognize the declaration requirement as an intrusive mechanism rather than a legitimate financial tool.

The significant gap between expected and actual declaration submissions indicates widespread public resistance to the current financial reporting framework, reflecting deeper concerns about government overreach into personal economic matters.
