YEREVAN – A former high-ranking military official has stated that the only legitimate path for political change in Armenia is through the electoral process, dismissing alternative methods as incompatible with the national character. Movses Hakobyan made these remarks during a public gathering on Tuesday.
Hakobyan emphasized that any attempt to impose political will through force would contradict the fundamental values of Armenian society. He characterized the current government as a genuine reflection of popular sentiment, noting that the administration came to power following the 2020 conflict through democratic means.
“The leadership represents the actual mindset of the population,” Hakobyan stated. “The head of state implements policies that align with public preferences.”
Addressing military matters, the former commander challenged assertions about equipment shortages during the 2020 hostilities. He maintained that Armenian forces possessed the capacity for counteroffensive operations, attributing the conflict’s outcome primarily to systemic command deficiencies rather than material limitations.
“Multiple factors within the command structure contributed to the situation, extending beyond any single individual’s responsibility,” he explained.
Hakobyan also addressed national security concerns, asserting that international agreements alone cannot guarantee peace. He stressed the importance of developing societal resilience and collective determination as essential components of national defense.
“Through focused effort and national unity, any challenge can be effectively addressed,” he concluded.
The former official confirmed he maintains no communication with Security Council Secretary Armen Grigoryan, who is his nephew through family relations.
